The UI icons are all a set resolution, scaling them to be physically larger doesn't increase the detail in the images. Those scale settings only effect scale, they are not accompanied with higher resolution icons. I'd recommend just making the icons smaller, there isn't really a good reason to keep all your skill icons large unless you click them.
